Board Appointments and Industry Outlook

Message from Latricia Washington, President (2024–Present)

Exciting Legislative Developments

We are pleased to announce that our legislators have made significant progress for our industry: we now have an officially appointed and confirmed board. The governor has selected the following members to serve:

  • Thomas Elkins – District 1, Barber (Term ends July 2026)

  • Wesley Todd Freeman – District 1, Cosmetologist (Term ends July 2026)

  • James C. Cook – District 2, Barber (Term ends July 2027)

  • Wendi Founds Hill – District 2, Cosmetologist (Term ends 2027)

  • Aaron Washington – District 3, Barber (Term ends July 2028)

  • Leisa McElreath – District 3, Cosmetologist (Term ends 2028)

  • Gayle Armstrong – Health Inspector (Permanent)

What This Means for Our Industry

Having a confirmed board is a pivotal step for us. However, it also means we need to be patient as our new board members familiarize themselves with their responsibilities and begin to develop the rules and regulations that will govern our profession and ensure community safety. The timeline for this process is not yet clear. The newly merged board has an extensive list of foundational tasks to address, especially since the previous set of rules and regulations expired in October 2025. Their immediate focus is to establish these essential guidelines so that licensing can resume and students can take their tests with valid scoring criteria. 

This official confirmation of the board marks a pivotal moment for our industry. With a diverse group of professionals now in place, we can expect more informed decision-making and representation that reflects the interests and needs of all stakeholders. These appointments are anticipated to bring greater stability, transparency, and innovation to our ongoing efforts, ensuring that our industry's standards and practices continue to evolve in a positive direction.

Our Role in Supporting Progress

There are many complex details involved in establishing these new procedures. It is important for us to come together and work towards building a safe and productive industry. Members who actively participate in our association will continue to receive timely updates, as we remain at the forefront—advocating for our interests and ensuring accurate information reaches our community. Please note, if you are only a subscriber and not a full member, the information you receive will be more limited.

Commitment as Your President

As your elected president, I am committed to dedicating my time and efforts to ensure our association is involved in the decision-making process. This includes attending board meetings, participating in shows and seminars across the state, traveling abroad, and being present at council meetings. Your voice is important, and we are listening.

Important Dates to remember 

Scheduled Board Meetings 

  • January 26, 2026 @ 10am is the first official board meeting on the 3rd floor.

  • January 27, 2026 @ 8am is the continuation of the board meeting.
