Letter from the President


 

The current legislative session of Mississippi, which includes the Senate and the House, have

bills in committee that affect our cosmetology industry. Senate bill 2155 dated February 2nd, 2024, and House bill 655 each address merging the State Board of cosmetology with the State Board of barbering. While merging the two boards is inevitable, which I can accept, the context of the remainder of the bill is troublesome. I encourage you to visit Legiscan, Mississippi website and use search “cosmetology” to view the nine bills in current session.


 

Senate bill 2155 contains the exact wording as last year's Senate bill. We as an industry came together with our passion and energy to notify our senators and representatives that we did not want lower education requirements for our industry. When you allow a 10th grade education as minimum educational requirement, you have promoted a high school dropout rate. Not requiring English as a written or verbal language also undermines the very thread of how our rules and regulations are administered and executed. Provisions for apprentice programs and skills obtained through the military are also contained in the legislation.


 

Senate bill 2066 and House bill 129 are bills that also reduce current requirements of skill and training. Bill 2066 will allow for only a 40-hour certification course for shampoo technicians. Now, be honest, much more than shampooing takes place in the bowl area. Epilating services and chemical services are completed in shampoo service areas. Bill 129 makes the case for previously trained and skilled military personnel to just make application for licensure.


 

I am asking you to be involved in the future of your profession. Read the bills and notify your Senator and Representative of your convictions. The time to act is NOW!

Letter From The Incoming President

Greetings fellow professional, 

 

Allow me to introduce myself, Nancy Norwood. Mississippi Cosmetology Association’s incoming President. I began my cosmetology career at East Mississippi Community College in 1995.  My career has been very fulfilling and rewarding.  I was first introduced to the MCA in 1996. 

 

The MCA once had a membership so large, we had affiliates located across the state. Back in the old days, we held meetings monthly. I would attend affiliate meetings in Aberdeen, MS, at Vaughns Beauty College.  This helped foster my love of continuing education. Within the MCA, the Mississippi Educational Committee served to learn trend releases and bring it to local affiliates.  In 1999, I debuted as a MS educator on stage for MCA.  MCA was under the National Cosmetology Association, which you could also be examined by to become Nationally certified. I completed my national certification in 1998. 

 

Fast forward to the present AND future.  We all know to practice cosmetology in the state of Mississippi one must be licensed.  This comes with government oversight of rules and regulations by an executive office.  The Secretary of State wishes to downsize and/or consolidate those offices of oversight.  Earlier this year as a collective group of professionals we had to make our voices known at the state legislature against Senate bill 2160.  THIS is one important reason to become a member of Mississippi Cosmetology Association. We can bridge the gap between our industry and the “political” forces that govern us.   

 

While moving forward as a growing professional group, my vision is to unite all licensees under cosmetology (hairstylist, estheticians, and nail technicians).  Membership fees are $60 per professional and $40 per student.  MCA offers continuing education by some of our leading manufacturers, also from our very own experienced pros in the state.  Join me and become part of a passionate group aspiring to advance our field.  Be Engaged, Be Inspired, and Be Educated.
